CENOMAR vs Advisory on Marriage/s or AOM

CENOMAR as its name suggests is a certificate indicating that the registry office has no record of you getting married in the Philippines. If your Local Civil Registry has not forwarded your Marriage Certificate or PSA has not encoded your information in their system, you may still appear as single when you request for a CENOMAR/AOM. Once everything has been scanned and duly registered by PSA, instead of a CENOMAR, you will be provided an Advisory on Marriage. It will indicate the instance/s that you have been married and to whom. See samples below.

Please note that an AOM is not the same as your Marriage Certificate issued by PSA.




Requirements Checklist for Marriage License - Cebu City


  • At least two valid IDs of applying couple upon personal appearance (strictly required) - 2 photocopies.
  • Valid ID of parents upon personal appearance (strictly required) - 2 photocopies.
  • Accomplished Parental Consent (18-21 years old) duly verified and taken oath in front of the Civil Registrar
  • Parental Advise (22 -24 years old)  duly verified and taken oath in front of the Civil Registrar
  • Birth Certificate (new) - 1 original & 2 photocopies
  • Barangay Certificate - 1 original & 2 photocopies (should indicate how long you have been a resident of the barangay)
  • CENOMAR (Certificate of No Marriage) issued by the PSA  - 1 original & 2 photocopies
  • PMC Seminar Certificate issued by the Cebu City Health Department - Room 208 Cebu City Health Office - 1 original & 2 photocopies
    • I would recommend starting with this as soon as you plan to get married. Schedules are usually fully booked and you might not get a slot within the month.
  • Official Receipt of fees payment
  • Others as required by the registrar, ie Cedula 
   
ADDITIONAL DOCUMENTS NEEDED

For Widow/ Widower
  • Death Certificate of diseased spouse as issued by Local Civil Registrar or PSA (NSO) - 1 original & 2 photocopies
  • CENOMAR issued by PSA - 1 original & 2 photocopies
For Annulled Marriage
  • Certificate of Finality of Annulment issued by the Court  - 1 original & 2 photocopies
  • Certificate of Registration from Civil Registrar for registration of the Annulment Papers -  - 1 original & 2 photocopies
For Foreign Applicants
  • Passport ID - 2 photocopies (present the original for counterchecking)
  • Stamped or Printed Date of Arrival (latest) on the passport  -  2 photocopies
  • Certificate of Legal Capacity to Marry issued by the foreigner's diplomatic official in the Philippines  - 1 original & 2 photocopies
  • Divorce Decree for Divorced Applicants - translated if in non-english content  - 1 original & 2 photocopies
  • If foreigner is a widow/ widower, same requirments as above applies
  • If applicant is a naturalized citizen, naturalization papers  - 2 photocopies (present the original for counterchecking)

The checklist came from a form I got from OCCR when I processed my own license last year. I highly suggest that you consult the registration officers initially to know which specific requirements may or may not apply to you. They might also request other requirements that are not listed.

Sesame Soy Tuna Spaghetti

Ingredients:


200  grams         spaghetti pasta
184  grams         canned tuna chunks in water
1      medium     red onion onion chopped
1      tbsp           olive oil
3      tbsp           soy sauce
1      tbsp           sesame oil
salt and pepper to taste

optional 
Oregano Powder
Cayenne Pepper
Grated salty cheese (husband preference)
Calamansi (my preference)


1. Cook pasta as per package instructions. Set aside at least half cup of pasta water then drain pasta.
2. Saute the onions in olive oil until limp.
3. Add the tuna chunks and saute for 2-3 minutes. 
4. Pour the pasta water and add soy sauce. Simmer for 2 mins. (you may add your optional spices at this stage)
5. Add the pasta to the sauce mixture and combine it well. Turn off the eat and add the sesame oil. 

Add salt and pepper to taste or grate some cheese. 
If you like some acidity and want to lessen the fishy taste, squeeze a calamansi instead of adding cheese. 

How To Get PSA or NSO Documents in Cebu

There are different ways in getting your PSA documents depending on how long you are willing to wait.

1. In person 1 - 2 days
2. Online -   4 - 9 days
3. Business Centers (SM etc.)

I will only discuss my experiences in getting it personally through the PSA office and online. Please note that I will not be responsible for any loss or damages that may happen while you try to follow the steps I did. These are just based on my experiences and may change according to circumstance

IN PERSON

1. Be VERY EARLY and be willing to spend most of your day waiting. I arrived at around 9am and my priority number was already at 1,113. They only cater to 1,500 persons per day. Depending on how early you arrive, the line could already be as far as the backside of the mall. Remember to prepare your IDs and a trusted pen.

2. Fall in line and get your form. Forms are distributed once you enter the line. Make sure you fill out the form ahead and completely. They will not give you a number until you complete your form.

3. Once you have your number and depending on how far you are, you can roam around the mall and come back from time to time or choose to just stay as you wish. Note that if your number is past 1,000, your number might be called not until after lunch. As in ganon katagal.

4. When your number is called, they will check your form and ask you to pay at another window. For Birth Certificate, you can wait for it to be released the same day but the CENOMAR will need you to come back the next day for releasing.

The online process is fairly fast and reliable. Please make sure you fill out the online form accurately especially your CENOMAR requests. and you or an authorized representative is ready to receive the document when it arrives.

IMPORTANT

In all cases, please note that documents are only issued to the owner or an authorized representative. I've seen some people fall in line and end up being rejected because the documents will not be issued to them anyway and bring a valid ID.

Pork Adobo Recipe

Ingredients:

500  grams         pork (one-inch cubes)
1      medium      white onion chopped
4-6  cloves         garlic chopped
6      tbsp           soy sauce
4      tbsp           vinegar
1.5   cups           water


1. Combine pork, onions and garlic in a sealed container. Set aside for at least an hour.
2. Stir fry the first combined ingredients until pork is brown and onions are tender. Be careful not to burn the garlic.
3. Pour in water and let it boil.
4. While boiling, add the vinegar. Let it boil for 3 minutes without stirring.
5. Add the soy sauce and stir thoroughly.
6. Let it boil for a bit and adjust the heat to let it simmer until the sauce thickens and allow the onions caramelize a bit. Add pepper to taste.
7. Serve with rice.

Ang Minimalismo Ayon sa Aking Pananaw

Ako ngayon ay kasalukuyang nasa proseso ng pagbabagong buhay tungo sa minimalismo o pagiging minimalista. Madalas akong nanonood ng mga Youtube videos tungkol dito. Nauna akong na-enganyo nung nabasa ko yung mga articles ni Leo Babauta sa zenhabits.net. May mga bagay na nakasanayan ko nang ginagawa ng hindi ko namamalayan pero may mga bagay din na medyo hindi ako makarelate dahil na din sa pagkakaiba ng estado sa buhay.

So ano nga ba itong minimalismo?

Ang minimalismo sa aking pananaw ay ang hindi paghangad o pag-akumula ng mga bagay na hindi naman kailangan para mabuhay ng marangal. Madalas ito ay naihahalintulad sa mga materyal na kagamitan pero maaari rin itong maiugnay sa pagiging sobra sa ibang bagay na pinaglalaanan natin ng oras (ie. social media, etc)

Hindi ba natural nang minimalista ang karamihan Pilipino dahil sa estado nila sa buhay?

Isang malaking HINDI. Sa aking obserbasyon, yung kulang pa sa resources ang madalas mag-aksaya o bumili ng mga bagay na hindi naman kailangan. Guilty din ako dito. May pagkakataon na nagtataka ako kung bakit napagkakasya ng isang kaopisina ko yung sweldo namin sa pamilya niya na minsan ay kulang pa para akin na single (at that time).

Minimalism is not deprivation. Oo at iba-iba nga tayo ng pinanggalingan. Pero ang bawat isa ay may pangunawa kung ano ang mahalaga sa buhay nila. Sa pangunawang ito mabubuo kung ano ang ating mga tunay na pangangailangan. Dito tayo magsimula, sa pagiging totoo kung ano talaga ang mahalaga sa buhay natin. 

I'm giving myself this week to think about what are the most important in my life right now and who I really want to be . Inaanyayahan din kitang samahan ako sa pagtuklas at  paglakbay sa pagiging minimalista.
